Emirati businessman Mohamed Alabbar has outlined plans to invest more than $16 billion in Syrian property and tourism projects, Syria TV reported, citing the United Arab Emirates’ state news agency.

Speaking at the RISE 2026 summit in Dubai, the Emaar founder said a recent visit had allowed him to assess investment opportunities and meet Syrian officials.

Alabbar said major projects could take about 20 years to complete and should be based on feasibility studies, commercial criteria and sustained engagement with local communities. He highlighted employment, business creation and government revenues as intended benefits.

The announcement follows talks in Aleppo on Oct. 3 about housing, tourism and reconstruction. Syria has also signed a framework agreement with Eagle Hills, which Alabbar chairs, covering developments in rural Damascus and Latakia.
