Syrian Finance Minister Mohammed Yisr Barnieh discussed potential financing for investment and reconstruction projects with Bank of America executives on the sidelines of the IMF and World Bank annual meetings in Bangkok.

The Finance Ministry said on Friday that the discussions covered large private-sector projects, public-private partnerships and future strategic investments. Barnieh also presented plans to develop Syria’s debt market and issue bonds and sukuk.

According to the ministry, the bank’s delegation expressed interest in reconstruction and infrastructure opportunities, offered advisory support on bond markets and indicated a willingness to visit Syria.

Possible financing structures discussed included participation alongside other banks or financing projects in full, the ministry said.

The announcement describes exploratory discussions and interest. It does not identify a signed financing agreement, committed amount or approved project.
