Syrian and Spanish officials discussed moving cooperation beyond emergency aid toward longer-term recovery and development during meetings in Madrid on Tuesday, SANA reported.

Qutaiba Kadish, the Syrian Foreign Ministry’s director of international cooperation, met Spanish Foreign Ministry official Carmen Magariños Casal to discuss infrastructure rehabilitation and institutional capacity.

In a separate meeting with officials from Spain’s development agency AECID, the discussions covered health, water, livelihoods and training, as well as closer coordination with Syrian ministries.

Kadish invited the agency to visit Syria to identify priorities and explore development projects. The reports did not announce a funding commitment or a signed program.
