Syria and Türkiye have signed an education memorandum setting out how Turkish-affiliated institutions in northern Syria will move into the Syrian higher-education system, SANA reported on Thursday.
Higher Education Minister Marwan al-Halabi and Türkiye’s Council of Higher Education president, Erol Özvar, signed the memorandum at Gaziantep University on Wednesday.
Faculties in Afrin, Azaz and al-Bab, alongside vocational institutes in Jarablus, will continue operating within the University of Aleppo framework. Students in medicine and health-services programs in al-Rai will continue at their existing institutions or equivalent Syrian institutions.
The arrangements prioritize continuity of study and recognition of graduates’ qualifications. Staff will work under Syrian laws, while existing teacher-training courses in Afrin and 11 programs in Jarablus will continue.
The officials also discussed a proposed Syrian-Turkish International University in Damascus and potential Turkish support for staffing and research. The report described that university as a proposal still requiring further arrangements.
