Syria's Administrative Development Ministry presented a draft civil service law to members of a parliamentary committee, outlining proposed changes to public-sector recruitment, promotion and performance reviews.

Minister Mohammed al-Skaff chaired the discussion with members of the People's Assembly's Social Affairs, Labor and Administrative Development Committee, Syria TV reported Saturday, citing a ministry statement issued Friday.

The proposal sets out merit and competence criteria for hiring and promotion, defined job descriptions and career paths for public employees. It would link annual assessments to productivity and the quality of employees' work.

The session also reviewed the ministry's strategic plan and activities.

The legislation remains a draft. The report did not announce its passage or an implementation date.
